Reliable is a tricky adjective to apply to inland kiting lakes. There is of course Mojave and Mead in southern Nevada... I would drive by Mead and stop at Stewarts Point...if its on it will be obvious and easy to get on the water. Once in Utah, there are some small ponds around St. George. Getting close to Skyline there is Yuba, Huntington, and Utah lake.
The lakes may be the ticket as the snow is currently shy here in the land of 'the Greatest SNow on Earth'.
