Minor Weather Page Updates and other Stories

I have updated the Weather Page to include point forecasts for the (liquid) water locations
that did not have them. I would be careful about how much stock you put in those
point forecasts, until you have some experience, but they do provide any additional
data point. I also replaced the animated Jet stream map with a much more useful
predictive one. Formatting between PHP and HTML continues to be a problem,
but it's readable.

I'll start forecasting in the next couple of days, if you have interest.
