Your best bet may be southern Utah around the St. George area. Warm weather in May, great mountain biking terrain, and Sand Hollow Res. has camping and good beach access (it is a nice area) and is close to town. Moab is great for mountain biking, but there is not much water around there for kiting. Northern Utah is still in a bit of a transition phase with snow still in the higher mountains and wet suits required on the lakes. The temps are usually pleasant, but the threat of a strong cold front still exists. Utah Lake Lincoln Beach is great for new kiters and there should be plenty of people around there if there is any wind.
